  • Short Bio / Excerpt:

Philippe Delhaise is a highly distinguished senior corporate finance executive, global risk management strategist, and international credit rating authority based in Hong Kong SAR. With a prolific cross-border career extending over four decades, he possesses deep-tier analytical expertise in financial rating, risk assessment, and financial crisis mitigation. He is recognized globally for his frameworks that guide multinational financial institutions, commercial enterprises, and regulatory bodies through intense geopolitical transitions and structural banking consolidations.

Delhaise’s corporate path took a foundational step during a decorated tenure with Générale de Banque, historically Belgium's largest financial institution. Over years of long-term tracking with the conglomerate, he spearheaded high-stakes operational strategies across major global hubs, navigating assignments in Brussels, Beirut, Tehran, and Tokyo. His traditional commercial banking trajectory culminated in 1984 when he was appointed General Manager of Belgian Bank, the firm’s prominent subsidiary in Hong Kong, which has since evolved into ICBC (Asia).

In 1989, Delhaise transitioned from commercial banking to enter the elite credit risk sector, establishing Capital Investments Rating. This venture caught the attention of global agencies, leading to its acquisition and his appointment as President, Asia of Thomson BankWatch, a role he held from 1994 to late 1999. While running the Asia division of Thomson Financial BankWatch—then the world's largest specialized rating agency for financial institutions—he coordinated credit ratings for over 350 banks across 16 Asian nations outside Japan. He guided the industry through the catastrophic 1997 Asian financial collapse and played a key role during the corporate consolidation period that culminated in Thomson BankWatch merging with Fitch Ratings in 2000.

Building on this extensive tracking in counterparty risk assessment and sovereign vulnerabilities, Delhaise co-founded TURK RATING (Istanbul International Rating Services) in July 2006, where he serves as a Founding Partner. As the very first national credit rating agency established in Turkey, Turk Rating utilizes Delhaise's strategic methodologies to evaluate a wide portfolio of Turkish financial institutions, industrial corporations, and debt instruments. Alongside his ongoing governance in Istanbul, he pilots his Hong Kong-based advisory firm, Capital Information Services Ltd, delivering high-level financial risk management and Basel-compliance consulting to banks across Europe, Oceania, and the Czech Republic.

Concurrently, Delhaise is a prominent technical author, international speaker, and Professor of Finance specializing in banking and financial crises. He has authored definitive, globally utilized texts on systemic failure and balance sheet grading, including Asia in Crisis: The Implosion of the Banking and Finance Systems (John Wiley & Sons, 1998) and The Bank Credit Analysis Handbook (2nd Edition, 2013). Today, by balancing academic lecturing at elite institutions like the University of Chicago Booth School of Business with real-world credit risk engineering, his strategic insights remain vital to modern global financial markets adapting to data tracking and carbon-mitigation risks.
